States Department of Labor statistics reveal that there are more
commuters on America's roads than any other time in history. But,
with so many commuters on our roads, the need to improve the quality
of air and conserve energy by reducing traffic congestion has become
a vital part of maintaining a healthy environment.
In
an effort to address these challenges, Congress passed the "Transportation
Equity Act for the 21st Century" (TEA 21) which permits employers
to offer Qualified Transportation Benefits (or, QTBs) on a tax-free
basis. Subject to monthly maximums, QTBs are excluded from federal
income tax, state income tax (subject to individual state legislation),
and social security (FICA) tax.
